European Expats in the Setúbal Region
The Setúbal District is home to nearly 169,000 foreign citizens — the third highest figure in Portugal. Among European expats, the British, French and Germans predominate. They are drawn by the balance: proximity to Lisbon, the nature of Arrábida and prices half those of the capital.
Statistics
Foreign residents

Why Setúbal?
Proximity to Lisbon
45 km from the capital — 30–45 minutes by car outside rush hour. Excellent rail connections (Fertagus). For those who need Lisbon for work but not Lisbon prices, Setúbal is a logical choice.
Cost of living
Property in Setúbal can cost half of what equivalent homes cost in Lisbon. The average price in 2024 was approximately EUR 3,000/m² (compared with EUR 5,000–6,000/m² in the capital). Rental yields: 5.09–7.3% (the highest among the submarkets surveyed).
Nature and lifestyle
- Arrábida Natural Park — beaches, mountains, hiking trails
- The Sado Estuary — dolphins, birdwatching
- Fresh seafood and wines — Setúbal is considered one of the best destinations for food tourism in Portugal
- A relaxed pace of life, authenticity, no mass tourism

Challenges
- Fewer English-speaking expats than the Algarve — knowledge of Portuguese is critical for daily life
- Traffic jams on the 25 de Abril bridge during rush hour (up to 2 hours)
- Less developed expat infrastructure compared with Lisbon, Cascais or Faro
- Rising property prices threaten affordability for the local population
