Since 2004 the municipality of Setúbal has built a migrant integration system: CLAIM at the Cape Verdean Association, the AIMA office on Avenida Luísa Todi, PLA Portuguese courses and the “Setúbal — Intercultural Territory” plan with an investment of EUR 120,000. In March 2025 the diocese created a parish without territorial boundaries — specifically for migrants.

CLAIM — Local Integration Support Centre

Centro Local de Apoio à Integração de Migrantes at the Associação Caboverdiana de Setúbal:

Services: help with documents, regularisation, citizenship, family reunification, housing, work, healthcare and education. A second CLAIM operates at Cruz Vermelha Portuguesa — Delegação Setúbal.

AIMA — Setúbal office

Agência para a Integração, Migrações e Asilo (replaced SEF in 2023):

  • Address: Avenida Luísa Todi, 36–40, 2900-450 Setúbal
  • Hours: Mon–Fri, 8:30–16:00

One-stop shop: NIF (tax number), NISS (social security), NNU (health registration). Setúbal is one of 10 AIMA offices nationwide.

SEI — Municipal service

Setúbal, Etnias e Imigração — a municipal office operating since 2004:

SEI acts as a bridge between migrant associations and the municipal structure. Through SEI the “Setúbal, Território Intercultural” plan (PMIM) operates, with an investment of EUR 120,000 in leadership training and integration activities.

Church organisations

Cáritas Diocesana de Setúbal

Supports 3,300 people in various situations. The Setúbal Peninsula has around 500 homeless people and only 41 shelter places.

Parish for migrants

In March 2025 the Diocese of Setúbal created a personal parish without territorial boundaries for migrants — Igreja Nossa Senhora do Monte Sião (Amora), patron saint São João Batista Scalabrini.
